This poster was issued for the Treasury’s War Savings Stamp campaign, which was designed to raise money in the 3 to 4 month gaps between the Liberty Loans. This became essential after the Third Liberty Loan, when the billions raised were disappearing all too fast.
The second purpose of the War Savings Stamp campaign was to ensure that money flowed into the war effort, as opposed to luxuries. With labor in short supply, wages were rising fast. The government wanted to make sure that discretionary income was not used on luxury goods that would only serve to consume scarce materials and labor.
The Thrift Stamp was sold for 25 cents; 16 stamps fit into a Thrift Card. This could be applied toward a War Savings Stamp, which was redeemable 5 years later for $5
